Business bosses are growing impatient with a drifting government



“I SUPPORT the euro, but not at any price,” said Wolfgang Reitzle, chief executive of Linde, an industrial-gas producer, in a recent interview. He is not alone. Many German business leaders are wondering if the apparently never-ending euro-zone bail-outs, to which Germany is the biggest contributor, are beginning to outweigh the (considerable) advantages of the single-currency area.
Their concerns are aggravated by what they see as political drift in Berlin. Many German bosses, say those close to them, have lost faith in the ability of Angela Merkel’s government to steer Europe out of trouble. Looking towards Berlin from their fastnesses in the Ruhr and southern Germany, they see only weak leadership, perverse decision-making and poor communication. These days many no longer bother making the trip to the capital.
Many business leaders complain that the government, which yokes together the conservative Christian Democrats (CDU) with the pro-business Free Democrats (FDP), is plagued by in-fighting. The CDU wants to keep taxes high to help reduce the budget deficit. But the FDP insists that reducing the burden on taxpayers was part of the deal they agreed when the parties formed their supposed “dream-team” after elections in September 2009.
Now differences over the euro are adding to the headache. In September Mrs Merkel must secure parliamentary ratification of a deal she agreed with other euro-zone leaders in July to expand the powers of the single currency’s bail-out fund. Dissent from some FDP deputies, and even from within the CDU itself, could force her to rely on support from the opposition.
Aside from the euro, bosses’ biggest beef is the government’s decision, in May, to close all of Germany’s nuclear-power stations by 2022. The move followed a moratorium initiated by the government in the wake of the nuclear disaster in Japan, just before an important regional election that the CDU feared losing. Many saw it as an unprincipled U-turn. Only last autumn the government had agreed to extend the lives of some nuclear-power stations by an average of 12 years. The new policy was thought up “without true awareness of the consequences,” said Dieter Zetsche, head of carmaker Daimler, in an outspoken interview with Bild, a tabloid. Most bosses think that they were not consulted properly, if at all.
Some consequences of the new nuclear policy became apparent on August 9th when RWE, a big energy firm, said the move had cost it €900m ($1.3 billion) in the first six months of 2011. A day later E.ON, another power firm, noted an “adverse effect” from the policy worth €1.7 billion in the second quarter alone; it said it might have to cut up to 11,000 jobs. Bayer, a chemical firm, said it was considering moving production to countries where electricity prices have a more certain future.
Some in the business world are starting to feel nostalgic for earlier governments they think were better at getting things done. Before joining forces with the FDP Mrs Merkel led a “grand coalition” with the Social Democrats (SPD). In December 2008, with the world’s economy sagging, she summoned senior German businessmen to discuss a set of stimulus measures, including subsidies for retaining staff on shorter hours rather than laying them off. The package worked.
Some even look back fondly to Gerhard Schröder’s “red-green” coalition, which ruled Germany between 1998 and 2005. Mr Schröder was nicknamed the Genosse der Bosse (bosses’ buddy) for seeing through unpopular labour and tax reforms. Many now credit those with ensuring that Germany got through the economic crisis relatively unscathed.
Today German bosses feel that they have few buddies in Berlin. Some of the biggest pro-business officials in the ministries have been assigned to new jobs. These include Markus Kerber, formerly Mrs Merkel’s chief economic adviser and now director of the Federation of German Industry, and Jens Weidmann, once Mrs Merkel’s chief financial adviser and now head of the Bundesbank.
Business leaders respect Wolfgang Schäuble, the finance minister. But he too is about to lose good staff: Jochen Sanio, head of BaFin, the financial watchdog, and Rolf Wenzel, who runs Mr Schäuble’s financial-markets department, are both on the way out. The glum mood is not helped by reservations about Philipp Rösler, the new FDP leader, as economy minister.
The business associations, most of them sitting in Berlin, feel that government is no longer listening. So do senior bankers. In May, sensing the breakdown in communication, Mr Reitzle suggested creating a platform for national discussion on the sorts of important topics that are otherwise left to television talk-shows.
Yet however disgruntled Germany’s business leaders may be, they are not the only cause for Mrs Merkel’s concern. During her recent walking holiday in the mountains of south Tyrol a number of CDU heavyweights, fearing drift and a loss of the party’s identity, called for an emergency party congress. A poll of members of the CDU and its sister party, the Christian Social Union (CSU), found that most are against bailing out euro-zone countries. The German press, meanwhile, has been wringing its hands over the European Central Bank’s decision to buy Spanish and Italian bonds (see article). Many Germans see the purchases as a dangerous deviation from orthodox monetary policy, and a step towards fiscal support.
Unlike her counterparts in France, Britain and Spain, Mrs Merkel did not feel compelled by crisis at home to cut short her holiday. She insists that the decisions taken at the July summit are sufficient to preserve the euro. Her grip on her party still seems secure. But she has returned to Berlin facing a worryingly high in-tray.

If investors leave, the 1930s could return

(CNN) -- The events look and sound familiar. A stock market collapse and a debt crisis forced the United States into dire economic circumstances that no one anticipated. At congressional hearings on the causes of the crisis, investors testified that their brokers had sold them bonds, assumed to be safe, only to discover that they were worth even less than stocks. That destruction of wealth had profound and long-lasting repercussions for the markets.
Almost 20 years to be accurate. The crisis, of course, began in 1929 and lasted 10 years, until the outbreak of World War II. But the effects lasted until the Korean War and the beginning of the Eisenhower administration.
Wall Street suffered 20 years in the desert before regaining its traditional foothold in the American economy. Brokers and investment bankers became pariahs. Their testimonies before congressional committees only reinforced the impression that they had something to hide. Politics and public opinion were firmly against them. Politicians legislated against them and the public voted by closing its purse.
All of this is familiar in the current crisis, but the story only begins here. The most damaging outcome of the Great Depression was the collapse of investor confidence and its effect on raising new capital for corporations. No one was interested in investing in a new issue of stock or new bonds if the Wall Street underwriters could not be trusted.

As a result, capital investment flagged badly until the post-war revival. Even during World War II, the Roosevelt administration distrusted Wall Street so much that it effectively relegated it to a secondary role in financing the massive amount of war bonds necessary to conduct the war.
In the contemporary world, putting money under a mattress is not considered an investment option. But investor confidence in the stock market has been badly shaken while the market for quality bonds has benefited.
This is where the parallels between the 1930s crisis and today's crisis become unsettling. Future growth in all sectors of the economy ultimately depends on investors. Their opinions on the crisis can be seen in the high price of gold, a rapidly declining (and volatile) stock market, and declining bond yields. Market volatility impoverishes more investors than it enriches. Ultimately, it just scares them away when they are needed most.
Last week's downgrade of U.S. debt by Standard & Poor's pulls the rug out from under the last bastion of investor confidence, at least temporarily. The bond markets have shrugged it off because they know that if Treasuries come under pressure, chaos will prevail. Investors will have nowhere left to invest. Gold at $1,600 per ounce is not an investment, it is a defensive store of value and a dubious one at that.
Another bear market in stocks is forcing even more investors into low-yield Treasury securities where some yields already have turned negative. Commodities have mostly run their gauntlet, leaving many with sizeable losses after the run-up in prices over the last two years.
In the 1930s, capital investment sank to pitiful levels, causing the Depression to linger until the war. It is at low levels again and will not show substantial signs of increasing in the uncertain environment.
Volatile markets are the enemies of new capital issues in either stocks or corporate bonds. This will be the legacy of the Standard & Poor's decision. Creating uncertainty in the middle of a severe recession may be justified by economic and financial arguments but it is still irresponsible.
Stock market problems since the beginning of the 20th century have been accompanied by severe problems in the credit and bank markets. The consumer spending boom of the 1920s ended badly when the stock market crashed. Unlike many collapses that followed, it was the only one that created longstanding, systemic problems for the economy, until recently.
Highly leveraged financing by conglomerates led to problems in the 1960s. The 1987 crash was accompanied by problems with the S & Ls, leading to a recession. The drop after the 9/11 attacks was severe and had similar, but short-term, consequences. But the current crisis since 2008 is in the same league as the 1930s because of the new, interconnecting relationships in the financial sector caused by the deregulation of 1999. They are creating systemic problems of their own that have yet to be worked out.
No one is suggesting that Standard & Poor's should have been quiet about the problem they think the U.S. government faces. Whether it is a valid assumption is an issue that time will sort out. But the great irony is that it has caused the volatility that has wiped out several trillions of investor wealth, at least for the time being. If the situation remains unchanged, the U.S. Treasury certainly will have a problem, collecting less tax in the future because of the diminution of wealth, helping create a self-fulfilling prophecy.
Strong bull markets usually end badly for a large number of investors. Volatile markets dissuade them from investing in anything but safe investments. If they believe that there is nowhere left to invest, the consequences will be of 1930s proportions. Stock markets hate uncertainty, goes the time-worn phrase. That is because investors abhor the destruction of their wealth, especially if it is seen as being caused by bad politics.

ធនាគារកណ្តាល កម្ពុជា ពិចារណាបង្កើន អាត្រាបំរុង ដល់១៦% នៅពាក់កណ្តាល ខែសីហា

ភ្នំពេញៈ អគ្គនាយកធនាគារជាតិ លោកស្រី ងួន សុខា បាននិយាយនៅថ្ងៃអង្គារនេះថា ធនាគារ​ជាតិ​កម្ពុជា (NCB) នឹងពិចារណាលើអត្រាតំរូវការបំរុង ដែលកំពុង​មានការកើនឡើង សម្រាប់ធនាគារ​ពាណិជ្ជពី១២ ភាគរយ ដល់ ១៦ភាគរយ ក្នុងពាក់កណ្តាលខែនេះ ដើម្បីទប់សម្ពាធ អតិផរណា និង​ដើម្បីកាត់បន្ថយ​ការជម្រះ​បញ្ជីក្នុងសេដ្ឋកិច្ច។
លោកស្រីបានប្រាប់ សារព័ត៌មានស៊ិនហួ តាមទូរស័ព្ទថា ក្រុមប្រឹក្សាភិបាលរូបិយវត្ថុធនាគារកណ្តាល នឹងសម្រេចចិត្តនៅពាក់កណ្តាលខែនេះ ថាតើអត្រាបំរុងនឹង កើនឡើង ឬអត់នោះ តាមទស្សនៈខ្ញុំ អត្រានេះ នឹងកើនឡើងដើម្បីទប់ស្កាត់សម្ពាធខ្ពស់ នៃអតិផរណា និងដើម្បីបានដើមទុនបន្ថែមទៀត នៅធនាគារកណ្តាល។
តម្រូវការបំរុងទុក គឺជាសមាមាត្រ នៃការផ្ញើប្រាក់របស់អតិថិជន បើទោះបីជាវាត្រូវបានចាត់ ចែងចែង ដោយធនាគារជាជាងត្រូវកាន់កាប់ ដោយអ្នកខ្ចី ហើយវាតែងតែ ត្រូវបានចាត់ចែង ដោយគណនេយ្យធនាគារ និងធនាគារកណ្តាល។
អត្រាអតិផរណាក្នុងប្រទេស កាលពីខែឧសភា កើនដល់៦,៥ភាគរយ ដោយសារតម្លៃ ឡើងខ្ពស់ នៃប្រេងសាំង អគ្គិសនី សេវាដឹកជញ្ជូន សម្លៀកបំពាក់ ម្ហូបអាហារ និង ផលិតផលប្រើប្រាស់។ តាមការព្យាករណ៍ទុកមុន របស់លោក ងួន សុខា បានបានឲ្យដឹងថា អត្រាអតិផរណានៅកម្ពុជា នឹងអាចកើនឡើងដល់ ៨ភាគរយ នៅឆ្នាំនេះ។
កាលពីដើមឆ្នាំ ២០១១ នេះ មូលនិធិរូបិយវត្ថុអន្តរជាតិ IMF , ធនាគារពិភពលោក និង ធនាគារអភិវឌ្ឍន៍អាស៊ី ADB បានព្យាករណ៍ថា អត្រាអតិផរណា នៅកម្ពុជា នឹងកើនឡើង ៦,៥% នៅឆ្នាំនេះ៕
